Agenda Title:

Request for SDCL1-19A-11.1 Final Determination relative to the proposed siding replacement affecting a residential historic property at 703 11th Street.

Summary:

On June 2, 2014 the City Council denied a request to replace the original wood siding with vinyl siding at 703 11th Street. The applicant now requests a building permit to replace original wood siding with a textured composite siding that matches the dimensions of the cedar siding. In addition the applicants propose to replace window trim and make other repairs. The State Historic Preservation Office has determined that the project will have an adverse effect on historic property; however, the applicant has considered alternatives which are identified in the attached abbreviated case report. The Historic Preservation Commission reviewed and commented on the case report at its August 7, 2015 meeting and recommends approval with stipulations.

Recommendation:

Approve with the stipulations identified in the Staff Memo

Options:

1) Final determination that there are no feasible and prudent alternatives and that all possible planning to minimize the harm to historic property has occurred. This finding authorizes staff to process the building permit pursuant to 1-19A-11.1; or

2) Final determination that there are feasible and prudent alternatives or that all possible planning to minimize the harm to historic property has not occurred. This finding requires the applicant to revise and resubmit the application.
