Introduction and First Reading of Ordinance No. 6062 to Revise the Provisions Regulating Activities and Operations at the Municipal Airport by Amending Chapter 13.28 of the Rapid City Municipal Code
Summary:
This ordinance is a housekeeping item, similar to Ordinance 6061.  The Airport Board hired a consultant in 2013 to update its Primary Guiding Documents:  General Provisions, Rules and Regulations, and Minimum Standards.  These documents are designed to protect the public health, safety, interest, and general welfare of the Operators, Lessees, Tenants, consumers and users of the Rapid City Regional Airport and to restrict or prevent any activity or action which would interfere with the safe, orderly, and efficient use of the Airport by its Operators, Lessees, Tenants, consumers, and users.  They also encourage and promote consistent and orderly, nondiscriminatory General Aviation projects, services, and facilities; General Aviation safety and security, and orderly development of land and improvements for General Aviation purposes. The consultant compared the Primary Guiding Documents to the current existing ordinances and made a number of recommended changes to the ordinances as many of the items covered in the ordinance were redundant to the Primary Guiding Documents and are actually covered by federal statutes.  The changes requested in Ordinance 6062 are items that are covered by the Primary Guiding Documents and many are covered under Federal statutes which have higher repercussions for violations than City Code.  A section was also added to address illegal parking and trespassing on airport property.
