Agenda Title:

Appeal of Denial of Request for an Exception from James Huff to allow no Emergency Overflow Tank for Property Owners on Calle Baja Street with Pressure Sewer Systems (City File #14EX140).

Summary:

The petitioner applied for an exception request to allow no Emergency Overflow Tank for three individual pressure sewer systems along Calle Baja Street (City File #14EX140).  Staff denied the exception request. There are currently three single family homes along Calle Baja Street with gravity sanitary sewer service that drain to a single private lift station. The lift station and force main have failed and need to be replaced per current City design criteria. Current City design criteria require a minimum 500 gallon overflow tank on each individual pressure sewer system.  The overflow tank provides storage for an emergency event when a power failure or pump failure occur. A 500 gallon storage tank provides approximately 2 days of storage for the average single family residence. The 70 gallon working volume within the proposed E-one pump system does not provide for sufficient storage. Most importantly, the three homes are located immediately south of Canyon Lake. The close proximity to the lake provides even more reasoning for the overflow tank and protecting the lake from an overflow event. Staff has approved an exception request to allow a single pump in lieu of a duplex pump system to be provided at each residence contingent upon the overflow tank being provided (City File #14EX139). The petitioner is appealing the Staff denial to the City Council.
