Appeal of a Vacation of a Non-Access Easement request by Dream Design International, Inc. for Lot 1, Block 1, Elks Crossing Subdivision, Section 16, T1N, R8E, BHM, Rapid City, Pennington County, South Dakota (File #14VE007).

Summary:

The petitioner applied to the City to vacate a 60’ wide portion of a non-access easement along East Minnesota Street to allow for a future driveway to a commercially zoned property. Staff has administratively denied the request on the basis that limited accesses should be provided on an arterial street and due to concerns with the proposed driveway in close proximity to two major intersections. The petitioner is appealing the Staff denial to the City Council.
