Agenda Title:

Hearing for SRF Application pertaining to the “East Rapid City Water System Expansion Project” and

 “A Resolution Authorizing an Application for Financial Assistance, Authorizing the Execution and Submittal of the Application, And Designating An Authorized Representative”.

 

Summary:

City staff is proposing to submit an application for SRF loan funding for the “East Rapid City Water System Expansion Project”.   The project cost is anticipated to not exceed $6,225,000 of which the State has indicated they will forgive at least 50% of the loan amount.   After conducting a Public Hearing for the project, Council will be requested to approve the Resolution referred to in the above title.  Conducting the public hearing and submitting the application in no way obligates the City to funding the project or accepting the SRF loan.

Recommendation:

Action: Choose an item. Conduct the Public Hearing during the March 17th Council meeting and approve Resolution No. 2014-035 A Resolution Authorizing an Application for Financial Assistance, Authorizing the Execution and Submittal of the Application, And Designating An Authorized Representative to Certify And Sign Payment Requests.

Notes:  The Resolution (Resolution No. 2014-035) is being presented to Council without going through committee first because of the public hearing requirement.  It is not uncommon for public hearing items to go directly to Council.  Leases often go straight to Council after the Notice of Intent to Lease goes through Committee & Council.  The Notice of Intent sets a public hearing date at a Council meeting, and the lease often does not go through committee first.  Also, alcohol licenses generally just go to Council, as they are set for a public hearing at the council meeting in the same way as leases and this SRF Resolution. 

 

A second reason is timing.  In order to meet submission deadlines, the resolution should be approved at the Council meeting following the public hearing.  It would not make sense to take to the PW Committee prior to the public hearing.  Additionally, sending the resolution through the next agenda cycle will cause a delay and the submission deadline to the State to be missed.  This would push the State’s funding consideration back 3 months.

 

Conducting the public hearing and approving the Resolution in no way obligates the City to funding the project or accepting the SRF loan.
