On July 10, 2003 the Planning
Commission's motion to deny the Special Exception to allow 80 dwelling units in lieu

pursuant to the Bylaws of the Planning Commission, the request
was sent to City Council without a recommendation. On July 21, 2003 the City Council
approved the Special Exception to allow
80 dwelling units in lieu of 40 dwelling units with one point of access.
