Agenda Title:

Introduction and First Reading of Ordinance No. 5964 to Revise the Powers, Duties, and Process of the Human Relations Commission by Amending Chapter 2.64 of the Rapid City Municipal Code

Summary:

The proposed ordinance change would give the Human Relations Commission enforcement powers allowed by state law.  One of the primary goals of such is to meet the requirements to be designated a Fair Employment Practices Agency by the EEOC.  The ordinance also updates the process the HRC will follow in investigating and hearing complaints.  See the linked memo for information.

Funding Source & Fiscal Impact (if applicable):

No new funding is anticipated to be needed initially. Complaint intake will remain with staff as is.  Investigations will be undertaken by an assistant city attorney.  FEPA designation will increase the amount of paper generated, and will require staff training on EEOC computer systems.  The fiscal impact of these needs is expected to be small.  Future increases in caseload may require additional funding, which would be addressed through the budget process.
