Authorize the Chief of Police to Sign all Necessary Documents to Purchase Seven Flashback 3 Digital Video Systems from L3 Mobile-Vision, Inc. |

This item is presented in conjunction with the request to Ratify the Rapid City Police Department’s Acceptance of a 2014 Highway Safety Grant. The grant provides partial funding to purchase additional L-3 in-car video systems that the Police Department needs in order to carry out the grant objectives. The grant objectives are to decrease the number of alcohol related crashes through increased DUI enforcement. The Council is being asked to authorize the Chief of Police to sign all necessary documents to acquire the cameras because the purchase requires the Police Department to expend funds in excess of the contracting authority under Rapid City Municipal Code § 3.04.090. It should be noted that this purchase is exempt from the bid requirements of SDCL chapters 5-18A through 5-18D pursuant to SDCL § 5-18A-22 (5), which in relevant part reads as follows: “The provisions of this chapter and chapters 5-18B, 5-18C, and 5-18D do not apply to: . . . (5) Any procurement of . . . communications technologies, computer hardware and software, peripheral equipment, and related connectivity . . . .” |

The funding source is the Police Department Budget, account number 0201. City cost for the purchase is $31,290.00; grant funding for the purchase is $6,125.00; total cost for the purchase is $37,415.00. |

This item is presented in conjunction with the request to Ratify the Rapid City Police Department’s Acceptance of a 2014 Highway Safety Grant. The options are to either approve both requests, or deny both requests. In other words, if one of the requests is denied, the other request should also be denied. |
