The Council
previously authorized the Finance Office to request proposals on publishing
costs. The Native Sun News and the Rapid City Journal submitted proposals to
be considered. While conversations took place with the Quik Quarter, they
chose not to submit a proposal. Neither business submitted proof that they
qualify as a legal newspaper in South Dakota as was requested in the
proposal.
