This ordinance represents a major revision to the Pawnbroker and Secondhand Dealer licensing ordinance, and the inclusion of Gems and Precious Metals Dealers in this framework. These proposed changes will amend Chapter 5.36 which has become outdated. This will bring the licensing requirements within modern industry practices and provide a fix to certain problems faced in the application of the existing provisions. The addition of Gems and Precious Metals Dealers will fill a void created by the repeal of the prior Gems and Precious Metals Ordinance that suffered from the same inadequacies as the current Chapter 5.36. Finally, many changes were also made the language and formatting in order to produce a more clear and concise set of licensing provisions. As the proposed ordinance incorporates a large number of changes, a clean copy of the proposed ordinance, along with a redlined version showing the changes, have been attached. |
