AN ORDINANCE DESIGNATING THE RAPID CITY FINE ARTS COUNCIL AS THE ENTITY RESPONSIBLE FOR THE MANAGEMENT AND COORDINATION OF ARTISTIC ACTIVITIES IN THE AREA COMMONLY KNOWN AS ART ALLEY BY ADDING SECTION 2.80.060 TO THE RAPID CITY MUNICIPAL CODE. |

Summary: |
See attached memo. |
Funding Source & Fiscal Impact (if applicable): |
This ordinance does not commit the City to expend any funds. However, the City has discussed using the City sigh shop to produce some signs for the alley to help implement the proposed plan. There has also been discussion regarding the City contributing to the cost of cleaning the alley from its current condition so it is essentially a blank slate starting this summer. While the expenditure of funds has been discussed, there are still issues to work out and it would ultimately be up to the Mayor and City Council to determine if they want to appropriate money for this purpose. You are not legally bound to commit any funds by approving this ordinance. |

Action: Approve Notes: |
Options: |
Approve: The Arts Council will proceed with the plan and implementing the permit system for this summer. Deny: Other plans could be discussed, but simply putting an end to Art Alley would likely be one of the options. Ultimately, whether or not Art Alley is allowed to continue is up to the adjacent property owners. |
