Approve Membership in HGACBuy Government Procurement Service and Authorize Mayor and Finance Officer to Sign Necessary Documents
Summary:
HGACBuy is a government procurement service operated by the Houston-Galveston Area Council (a council of local governments in Texas).  It is similar to other cooperative purchasing agencies that the City has utilized for purchasing equipment and supplies.  State bid laws authorize cities to cooperate with these types of agencies, as long as their bidding procedures comply with South Dakota’s statutory requirements.  The City Attorney’s Office has reviewed HGACBuy’s process and has determined that it complies with South Dakota’s requirements. The Fire Department is interested in purchasing some equipment utilizing HGACBuy’s contracts, and gaining membership in the service is the first step.  Membership would also allow other City Departments to purchase equipment and supplies through HGACBuy.  Any purchases $25,000 and over using the service would come to Council for approval prior to purchase.
Funding Source & Fiscal Impact (if applicable):
Membership is free, and the City is under no obligation to purchase through the HGACBuy service.
