LF120215-116 - A RESOLUTION ADOPTING A CITY FEE POLICY TO BE USED FOR AMENDING AND ADDING FEES IN THE CITY FEE RESOLUTION.
Summary:
A committee of Staff representatives has prepared a fee policy for amending, adding, and eliminating city fees in the City adopted fee resolution.  The fee policy would require an analysis of nine factors when setting a fee amount.  1. Quantify the direct and indirect costs to provide the service.  2. Describe the service and define who uses the service and why the City should be the provider.  3. Quantify how much of the cost of the existing or proposed service is to be covered by the fee and how much would be subsidized.  4. Quantify how many individuals or organizations use the service.  5. Preparation of a chart comparing the proposed City fee or fee increase to fees charged by similar public or private organizations.  6. Document when the existing fee was approved, reviewed and/or updated.  7. Document any contacts, referrals, meetings, or other outreach activities used to obtain input from stakeholders including the results and input from those efforts.  8. Cite the Municipal Code section, resolution, or legal authority for assessing the fee.  9. Define the process for how and when the fee will be levied and collected.  The fee policy will also require an initial and ongoing review process.
