A request was received in the Engineering Office on 8/28/15 requesting the requirement to install sidewalk along Moon Meadows Drive and South Hwy 16 per City of Rapid City Ordinance 12.08.060 be waived. A 5’ sidewalk is required to be constructed along Moon Meadows Drive and South US Hwy 16 at the time of building permit, with the properties having approximately 1000’ of frontage along Moon Meadows Drive and 550’ of frontage along South Hwy 16. The requested variance will allow for construction of storage buildings on the property without the installation of sidewalk in the adjacent right-of-ways.
Adjacent Moon Meadows Drive is a collector street with the road section graded to allow for the installation of sidewalk. The nearest sidewalks are located directly across Moon Meadows Drive adjacent to 2250 Moon Meadows Drive. Sidewalks were to be constructed along Moon Meadows Drive adjacent to the 8221 South Hwy 16, however that is a federally owned building, which the federal government supersedes the City, and the property owner chose not to install sidewalk. As development occurs along Moon Meadows to the west, additional sidewalk installation is anticipated.
Adjacent US Hwy 16 is void of any sidewalk. Variance requests for sidewalk installation on US Hwy 16 have been approved in the past. The Rapid City Council has the authority to order in sidewalk at any time, should sidewalk in this area become necessary. |
