and First Reading of Ordinance No. 6060 to Revise the Regulations Relating to
Private Water and Sewer Service Lines by Amending Chapter 13.12 of the Rapid
City Municipal Code

Summary:
|
There
are numerous locations within Rapid City which are served by private,
non-conforming water or sewer service lines, sewer collection systems, or
water distribution systems. Many of these lines are aging and beginning to
fail which poses a hazard to the health, safety and welfare of the citizens
of Rapid City. The City Council previously adopted Chapter 13.12 of the
Rapid City Municipal Code which addressed the replacement of these private,
non-conforming lines. Historically several projects to bring non-conforming
services into compliance have been delayed or postponed due to costs that
cannot be shared by the property owners. Given that many property owners
have been paying water and/or sewer rates for several years and a portion of
the rates is intended to reconstruct public sewer and water mains that provide
service for the rate payers, staff recommends revising the existing ordinance
to better serve these customers. Attached
for reference is the proposed resolution which is referenced in the proposed
ordinance. The resolution is anticipated to be acted on contemporaneously with
the 2nd reading of the proposed ordinance.
