On May 4, 2015, the Common Council adopted Ordinance 6013 permitting hobby beekeeping within residential areas and Ordinance 6010 establishing regulations governing the practice of hobby beekeeping. During first reading of Ordinance 6010 on April 20, 2015, the Council asked staff to prepare an amendment to the proposed ordinance requiring fencing between the beehives and the adjacent properties in some situations and to bring that amendment forward upon second reading. Unfortunately, that proposed amendment was not brought forward or considered as part of the second reading of Ordinance 6010, and the final version of that ordinance approved on May 4 did not incorporate provisions concerning fencing of flyways. Because of the Council’s direction on April 20 during first reading, staff have prepared an ordinance for Council’s review and approval to amend the hobby beekeeping provisions to require the fencing of flyways. Finally, a hobby beekeeper noticed an error in the ordinance that has been corrected, requiring the back of the hives to face toward (not away from) the nearest property line, sidewalk, or right of way. |
