Summary:

A request was received in the Engineering Office
on March 2, 2015 requesting the requirement to install sidewalk along North
Elk Vale Road per City of Rapid City Ordinance 12.08.060 be waived. A 5 foot
sidewalk is required to be constructed along North Elk Vale Road at the time
of building permit, with the property having approximately 800’ of frontage
along Elk Vale Road. The requested variance will allow for future
construction of commercial structures on the property without the
installation of sidewalk in the adjacent right-of-way. Adjacent North Elk
Vale Road is a principal arterial street with sidewalk along the adjacent
property to the north, no sidewalk to the south and ditches to accommodate
drainage. Sidewalks may interfere with the existing drainage ditch in the
North Elk Vale Road right-of-way and grading and drainage culverts are
necessary to accommodate the sidewalk installation. As development occurs,
pedestrian travel is anticipated to increase in this area. Sidewalks
installed along this property will create a pedestrian corridor from Cheyenne
Blvd to the south property line. As development occurs on properties to the
south, sidewalk construction would be required on those properties, further
extending the pedestrian corridor.
