Waive Technical Irregularities in the Low Bid pursuant to SDCL 5-18A-5(6) and Approve Award of Base Bid and Alternate for 2013 Storm Damage Recovery Project, Project No. 14-2210 / CIP No. 51059 Opened on February 24, to the Lowest Responsible Bidder, Bolt Companies, Inc., in the Amount of $343,174.00. 

Summary:

Roofing and siding replacement to multiple City Buildings.

 

State law allows purchasing agencies to waive technical irregularities in the bid of the low bidder which do not alter the price, quality, or quantity of the services.  The irregularity in Bolt Company, Inc.’s bid was including the bid for items identified as alternates within the base bid.  Since the complete bid (base bid plus alternate) was included in the base bid on the bid form, the price, quality and quantity are not altered by accepting Bolt Company, Inc.’s bid, which was the lowest.
