Agenda Title:

Approve Change Order #3 to Scull Construction Service Inc. for Rapid City Landfill Citizen Campus Construction, Project No. 13-2057, for an increase of $22,299.28.

Summary:

Scull used some ground asphalt millings in lieu of engineered fill for backfill under the roadways. This was a deduct based on an estimated quantity (deduct accounted for in CO#1). The final quantity came is less than the estimate, which means they get a credit back from what was deducted in CO#1. After site inspection, we noticed some significant drainage and erosion control concerns around the project and heading up to the landfill. We are adding some riprap protection, regarding some areas, and adding erosion control devices. The load camera poles were installed per plan, but once we started using them, we noticed they were not tall enough to see into some of our customers roll-off bins. We are having them raised. The high-wind area in the Citizen Campus had a fence installed on 3 sides. Once we started operating, we observed the fence being on the inside of the wall hinders our ability to load garbage off the floor, so we had to have it moved to the outside of the fence. We also added an angled piece of fence at the top to prevent windblown litter from rolling over the fence.
