Yasmeen Dream, LLC is requesting oversize reimbursement for additional lanes constructed on Elderberry Boulevard as part of the Orchard Meadows Subdivision Improvements. Rapid City Municipal Code (16.16.100) states that the City Council may participate in the cost of oversize improvements within a subdivision if it is determined that the oversize improvements are necessary to serve large areas of land not in the subdivision. |

Action: Deny Notes: City Staff has reviewed the request and recommends the request be denied as the improvements on Elderberry Boulevard do not serve large areas of land not in the subdivision. In addition, the Traffic Impact Analysis done as part of this subdivision identifies the additional lanes are necessary for traffic generated by this development. The road is classified as a commercial street and provides internal access to the Orchard Meadows Subdivision and is not identified on the Major Street Plan as an arterial road that serves adjacent or adjoining parcels. |
