No. 07PL083 - Flannery Subdivision No. 2

A request by Mike Hanson for Tyz Thurston to consider an application for a Preliminary Plat on Lots 13A and 13B of Flannery Subdivision No. 2, Section 21, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, legally described as Lot 13 of Flannery Subdivision No. 2, Section 21, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located at 3825 Corral Drive.


STAFF RECOMMENDATION:
Staff recommends that the Preliminary Plat be continued to the April 21, 2008 City Council meeting as the stipulations of approval have not been met.

PLANNING COMMISSION RECOMMENDATION:
Planning Commission recommended that the Preliminary Plat be approved with the following stipulations:

1.

Prior to City Council approval of the Preliminary Plat application, a drainage plan must be submitted for review and approval. In particular, the drainage plan must show calculations for the flows of the existing drainage channel. In addition, the plat document must be revised to provide drainage easements as necessary;

2.

Prior to City Council approval of the Preliminary Plat application, sewer plans prepared by a Registered Professional Engineer showing the extension of sanitary sewer mains and service lines to the existing and proposed lots shall be submitted for review and approval or a Variance to the Subdivision Regulations must be obtained. In addition, the plat document must also be revised to provide utility easements as needed;

3.

Prior to City Council approval of the Preliminary Plat application, a Wildland Fire Mitigation plan be submitted for review and approval;

4.

Prior to City Council approval of the Preliminary Plat application, a cost estimate of the subdivision improvements shall be submitted for review and approval;

5.

Upon submittal of a Final Plat application, surety for any required subdivision improvements that have not been completed shall be posted and the subdivision inspection fees shall be paid; and,

6.

Prior to the City’s acceptance of the public improvements, a warranty surety shall be submitted for review and approval.
