A request by Daniel and Lori Smith to consider an application for a Special Exception to the Street Design Criteria Manual to allow access from a higher order street on Lot 2 of Block 13, located in Section 2, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located at 1802 Valentine Street.

Staff recommends that the request for a Special Exception be continued to the January 17, 2005 City Council meeting to allow further discussion of alternative solutions.

Kooiker moved, second by French to deny Special Exception to allow access from a higher order street - Dan Smith. Motion carried unanimously. (Place on consent calendar)
