Staff
recommends that the Layout and Preliminary Plat be continued to the
December 6, 2004 City Council meeting as the stipulations of approval
have not been met.
PLANNING
COMMISSION RECOMMENDATION:
Planning
Commission recommended that the Layout and Preliminary
Plat be approved with the following stipulations:
1.
Prior to Preliminary Plat approval by the City Council, all necessary
changes shall be made to the construction plans as identified on the
red lined drawings. In addition, the red lined drawings shall be returned;
2. Prior to Preliminary Plat approval by the City Council, a subdivision
cost estimate shall be submitted for review and approval;
3. Prior to Preliminary Plat approval by the City Council, a grading
shall be submitted for review and approval;
4. Prior to Preliminary Plat approval by the City Council, a revised
drainage plan in accordance with the South Robbinsdale Drainage Basin
Design Plan shall be submitted for review and approval. In addition,
the plat document shall be revised to provide drainage easements as
necessary;
5. Prior to Preliminary Plat approval by the City Council, the plat
document shall be revised to show the extension of Wisconsin Avenue
to the south lot line. In addition, construction plans shall be submitted
for review and approval. In particular, the construction plans shall
show Wisconsin Avenue located in a 52 foot wide right-of-way and constructed
with a minimum 27 foot wide paved surface, curb, gutter, sidewalk,
street light conduit, water and sewer or a Variance to the Subdivision
Regulations shall be obtained;
6. Prior to Preliminary Plat approval by the City Council, a private
utility plan shall be submitted for review and approval;
7. All Uniform Fire Code shall be continually met; and,
8. Upon submittal of the Final Plat, surety for any required subdivision
improvements that have not been completed shall be posted and the
subdivision inspection fees shall be paid.
