Staff
recommends that the Preliminary and Final Plat be continued to the
October 20, 2003 City Council meeting as the stipulations of approval
have not been met.
PLANNING
COMMISSION RECOMMENDATION:
Planning Commission recommended that the Preliminary and Final
Plat be approved with the following stipulations:
Engineering
Division Recommendations:
1. Prior to Preliminary Plat approval by the City Council, topographic
information for the southern half of the subject property shall be
submitted for review and approval;
2. Prior to Preliminary Plat approval by the City Council, construction
plans for Haines Avenue providing curb, gutter, sidewalk and sewer
shall be submitted for review and approval or a Variance to the Subdivision
Regulations shall be obtained;
3. Prior to Preliminary Plat approval by the City Council, a drainage
analysis shall be submitted for review and approval. In addition,
the plat document shall be revised to provide drainage easements as
needed;
4. Prior to Final Plat approval by the City Council, the plat document
shall be revised to provide a non-access easement along Haines Avenue
except for approved approach location(s);
5. Prior to Final Plat approval by the City Council, the applicant
shall enter into an agreement to pay the supplemental sewer tap fee
to be paid at such time as the sewer is constructed;
6. Prior to Preliminary Plat approval by the City Council, a cost
estimate shall be submitted for review and approval; and,
Urban Planning Division Recommendations:
7. Prior to Final Plat approval by the City Council, surety for any
required subdivision improvements that have not been completed shall
be posted and the subdivision inspection fees shall be paid.

Hoffmann, Mickelson, Prairie Chicken, Schmidt, Stone and Wevik voting
yes and none voting no)
