Preliminary Rapid City Area Transportation Improvement Program (Fiscal Years 2006-2010) The Rapid City Area Metropolitan Planning Organization is required to develop the Transportation Improvement Program (TIP). This is a five year priority list and financial plan for highway, transit and intermodal projects. The TIP is intended to serve as a fiscal management tool to assist state and local agencies in matching transportation needs with resources.
