Click here to enter text.The applicant has submitted a Final Planned Development Overlay to allow the First Nations Sculpture Garden to be located at Halley Park.  In particular, the proposed project will have two phases.  Phase I includes the installation of four sculptures, a center-piece, four timeline rocks, walking paths, and improvements to the irrigation system.  The garden is a memorial to 20th century Native Americans and includes busts of; Oscar Howe, Black Elk, Vine Deloria, and Charles Eastman.  The centerpiece will be a split rock inspired by the Lakota’s creation story.  Phase II includes an additional four sculptures and walking paths.  The First Nations Sculpture Garden, Inc. has entered into a Memorandum of Agreement with the City of Rapid City to locate the proposed sculpture garden at Halley Park.
