In particular, the Rapid City Police Department is proposing to dedicate “The Eagles”, a memorial to Officers Nick Armstrong and Ryan McCandless at Founders Park. The memorial will consist of two soaring bronze eagles 14 feet 6 inches in height flanked by two markers commemorating the fallen officers. |
