Staff recommends that the Variance to the Subdivision Regulations to waive the requirement to install water along U.S. Highway 16 be denied without prejudice; and, That the Variance to the Subdivision Regulations to waive the requirement to install curb, gutter, street light conduit and sidewalk along U.S. Highway 16 be approved with one stipulation.

Staff recommends that the Planned Industrial Development - Initial and Final Development Plan be approved with stipulations.

A request by Advanced Engineering and Environmental Services for the City of Rapid City to consider an application for a SDCL 11-6-19 Review to allow construction of a public water reservoir on a portion of the SW1/4 NW1/4 and the NW1/4 SW1/4, Section 34, T2N, R8E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located southeast of the intersection of North Elk Vale Road and Cheyenne Boulevard.

Staff will recommend that the SDCL 11-6-19 Review to allow construction of a public water reservoir be approved with the acknowledgment that the requirement to pave that portion of the access easement extending from Elk Vale Road to the fenced area of the reservoir site be waived if additional information is submitted prior to Planning Commission approval.

Staff will recommend that the SDCL 11-6-19 Review to allow the installation of structures on public property be approved if the additional required information is submitted prior to Planning Commission approval.
