Staff recommends that the Amendment to the Comprehensive Plan to change the land use designation from Residential to General Commercial with a Planned Commercial Development be denied.

Staff recommends that the Amendment to the Comprehensive Plan by revising the ElkValeNeighborhoodFutureLand Use Plan to change the land use designation from Planned Residential Development with 1.5 dwelling units per two acres to Low Density Residential be denied without prejudice.

A request by Dream Design International, Inc. to consider an application for an SDCL 11-6-19 Review to reconstruct an existing street on Lot A of Lots 7 and 12; Lot B of Lots 7, 8, 9 and 12, Forkner Addition, all located in the NW1/4 SW1/4, Section 32, T2N, R8E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located east of the intersection of Cambell Street and E. North Street along the south side of the E. North Street right-of-way.

Staff recommends that the SDCL 11-6-19 Review to modify an existing road be approved with stipulations.

Staff recommends that the Variance to the Subdivision Regulations to waive the requirement to install water as per Chapter 16.16 of the Rapid City Municipal Code be denied.
