Staff recommends that the 11-6-19 SDCL Review be denied without prejudice to allow the applicant time to obtain a Special Exception to the Flood Area Construction Regulations.

Staff recommends that the Special Exception to allow 80 dwelling units with one point of access in lieu of 40 dwelling units as per the Street Design Criteria Manual be denied; that the Variance to the Subdivision Regulations to waive the requirement to install curb, gutter, sidewalk, pavement, sewer, water and street light conduit and to dedicate additional right-of-way be continued to the August 5, 2004 Planning Commission meeting to be heard in conjunction with the Preliminary Plat.

Staff recommends that the Special Exception to allow 210 dwelling units with one point of access in lieu of 40 dwelling units as per the Street Design Criteria Manual be denied and that the Variance to the Subdivision Regulations to waive the requirement to dedicate additional right-of-way; to allow lots twice as long as wide; and, to allow platting half a right-of-way as per Chapter 16.16 of the Rapid City Municipal Code be approved.

Staff recommends that the Layout Plat be denied without prejudice to allow the applicant time to rezone the property through the Pennington County Planning Department.

Staff recommends that the 11-6-19 SDCL Review to allow three antennas to be attached to an existing 150 foot monopole be continued to the August 5,2 004 Planning Commission meeting to allow the applicant time to submit the required additional information.
