Staff recommends that the

Staff recommends that the 11-6-19 SDCL to allow the expansion of an existing parking lot be approved with stipulations.

Staff recommends that the Vacation of Right-of-Way be approved with one stipulation.

No. 03VE021 - Elks Country Estates Subdivision - A request by Sperlich Consulting Inc. for Dennis Zandstra to consider an application for a Vacation of Non-Access Easement and a Special Exception to the Street Design Criteria Manual on Lot 4 of Block 8 of Elks Country Estates Subdivision in the E1/2 of Section 16, T1N, R8E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located along Willowbend Road southeast of Augusta Drive.

On December 18, 2003 the Planning Commission recommended that the Vacation of Non-Access Easement and a Special Exception to the Street Design Criteria Manual be denied.  On January 5, 2004, the City Council approved the Vacation of Non-Access Easement and a Special Exception to the Street Design Criteria Manual.
