A request by Pennington County to consider an application for a Resolution renaming East 27th Street and North Valley Drive to Valley Drive on that portion of North Valley Drive and East 27th Street right-of-way located north of East Highway 44 extending north approximately 1/2 mile to East Anamosa Street.

Staff recommends that the Resolution renaming East 27th Street and North Valley Drive to "Valley Drive" be approved.

No. 03SR023 - Rapid City Greenway Tract
A request by the City of Rapid City to consider an application for a SDCL 11-6-19 Review of a public structure in a public place on Tract 8 (also in Sections 4 and 10, T1N, R7E), Rapid City Greenway Tract, Section 3, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located at 2900 Jackson Boulevard.

Staff recommends that the SDCL 11-6-19 Review be continued to the May 22, 2003 Planning Commission meeting.

Staff recommends that the Variance to the Subdivision Regulations to waive the requirement to install curb, gutter, street light conduit, and to improve pavement along Elk Vale Road be approved with the stipulation that the applicant sign a waiver of right to protest any future assessment for the improvements and that the Variance to the Subdivision Regulations to waive the requirement to install sidewalk along a portion of Elk Vale Road, East Road, West Road, Seger Drive and Mall Drive be denied.

The Rapid City Planning Commission's action on this item is final unless any party appeals that decision to the Rapid City Council.  All appeals must be submitted in writing to the Planning Department by close of business on the seventh full calendar day following action by the Planning Commission.

Staff recommends that the Variance to the Subdivision Regulations to allow sidewalks on one side, and to allow the existing right-of-way width along Mulligan Mile where it abuts the subject property be approved.

Staff recommends that the public hearing on the creation of a Tax Increment District for South Creek Village be continued until the May 8, 2003 Planning Commission meeting to allow the applicant to submit revised information regarding the properties to be included in the proposed district and the notice requirements to be met for the revised legal description.
