Agenda Title:

First Reading and Recommendation of Ordinance No. 6101, An Ordinance to Codify the Process for Commercial Parking Permits by Adding Section 10.44.075 to the Rapid City Municipal Code

Summary:

Longstanding policy has allowed the issuance of commercial parking permits for downtown Rapid City.  This ordinance will codify the process, and shift responsibilities.  The RCPD currently issues commercial parking permits to persons doing work (construction, electrical, plumbing, etc.) in the downtown area.  Often the work necessitates parking of a truck or van in parking spaces with meters or limited to 3-hour parking.  As such, a permit is available for $5/day to park without limitation.  The RCPD uses discretion in the number and location of permits issued.  Factors taken into account include the type of work being performed (and the need for 1 or more vehicles in close proximity), the number of spaces in the area, the type of businesses in the area (and their parking needs), and any other permits issued for the area.  The Engineering Division has agreed to take over the permitting process.  This ordinance would put the process into ordinance.  Additionally, it will make the permits available across the hallway from the building permit counter.   

Funding Source & Fiscal Impact (if applicable):

Staff is recommending that the fee stay the same, so no fiscal impact is expected.
