An Ordinance to Amend Provisions in the International Residential Code to
Address Compressible, Shifting and Expansive Soils by Amending Chapter 15.13
of the Rapid City Municipal Code

Summary:

After the Council
continued Ordinance 6009 adopting the International Residential Code at its
April 6, 2015 meeting, staff drafted Ordinance 6050 to accompany Ordinance
6009 to address the issue of compressible, shifting, and expansive soils.
Staff met with members of the Black Hills Homebuilders and with Robert Temme,
geotechnical engineer, to discuss the requirement for a geotechnical
evaluation and submission of an affidavit to the City to the builder that any
recommendations from the geotechnical evaluation were completed. The BHHB
and its attorney have reviewed the latest version of the ordinance and given
their approval.

Notes: At its
meeting on March 10, 2015, the Building Board of Appeals recommended approval
of Ordinance 6009, which at the time included the language in this ordinance;
