Second Reading and Recommendation of Ordinance No. 6048 - An Ordinance To Revise The Membership And Procedures Of The Capital Improvements Committee By Amending Section 3.16.090 Of The Rapid City Municipal Code

Summary:

UPDATE 5/13/2015:  The draft linked to the agenda for first reading was not the most current version of Ordinance 6048.  An Updated Ordinance is linked below.  The Updated Ordinance includes the changes made following CIP Committee on 4/17. 

 

This ordinance makes several changes to the CIP Committee.  First, it changes the membership of the committee.  Currently, the committee is made up of the following: an alderman from each ward, four department directors, and two planning commission members.  The revised membership includes only an alderman from each ward, with the other ward representative as an alternate. Also changed is the meeting frequency.  Meetings are still scheduled for each month, but no meeting is required if there is no business for the Committee. There is a requirement that the Committee meet at least quarterly.  The reporting requirements (Finance to Committee, and Committee to Council) are revised to match the meeting schedule.  There is still a provision for calling a special meeting if one is needed. Lastly, planning commission approval of the 5-year plan is removed.  With the repeal of SDCL 11-6-19, the planning commission is no longer required to approve the location of streets, parks, public structures and public utilities.
