An Ordinance to Amend Provisions in the International Residential Code to
Address Compressible, Shifting and Expansive Soils by Amending Chapter 15.13
of the Rapid City Municipal Code

Summary:

After the Council
continued Ordinance 6009 adopting the International Residential Code at its
April 6, 2015 meeting, staff drafted Ordinance 6050 to accompany Ordinance
6009. The intention is to permit the discussion of the issue of how to
address compressible, shifting, and expansive soils on its own timeframe,
while not impeding the adoption of the 2012 International Residential Code in
Ordinance 6009.

The Building Board of
Appeals considered the language within this ordinance at its meetings on
September 9, October 14, November 11, December 9, January 13, February 10,
and March 10, with input from citizens, the Fire Department, other City
staff, construction professionals, and homebuilders. There were at least
five public meetings for contractors to talk with staff about this provision
and the 2012 IRC, the latest one on March 18, and the
individuals who attended were invited to the BBA meetings. Finally, staff
met twice with the chairman of the BBA and members of the Black Hills
Homebuilders. At its March 10, 2015 meeting, the Building Board of Appeals
recommended approval of this language when it was located within Ordinance
6009
