Agenda Title:
Authorize Mayor and Finance Officer to Sign Memorandum of Understanding Between The City of Rapid City and the International Association of Fire Fighters, Local 1040 to Revise the Membership of the Collective Bargaining Unit and Shorten the Term of the Collective Bargaining Agreement
Summary:
This MOU makes two changes to the current collective bargaining agreement.  The first is to include captains in the collective bargaining unit.  Currently, captains are excluded from the union.  Additionally, they were recently changed from salaried, exempt employees to non-exempt. Both of these changes are in response to a situation that had arisen where lieutenants with experience, who would otherwise be good candidates for a captain position, would end up with a pay cut upon being promoted to captain.  The second change the MOU makes is to revise the end date of the current collective bargaining agreement from December 31, 2017, to December 31, 2016.
