Summary: |

|
State law was recently changed to allow prepayment of claims for services. Before this change, the city had to have received a service before it could pay for it. The ordinance change will allow the city to pay certain claims prior to receiving a service where a benefit would be received, such as a discount for prepayment. In addition, in order to prepay, there must be an agreement between the city and the service provider which provides for a refund if the service isn’t provided, and the total payment must be less than the bid limit (currently $25,000). |
