Authorize Mayor and Finance Officer to Sign Memorandum of Understanding between the City of Rapid City and the Pennington County Sheriff’s Office Regarding Detoxification Services

Summary:

The MOU before you is for services to be provided by the City/County Alcohol & Drug Programs (“CCADP”), which is a division of the Pennington County Sheriff’s Office. Historically, the City has appropriated annual funding for 50% of the CCADP’s annual budget, with Pennington County appropriating the other 50%. This year the City again funded 50% of the CCADP’s 2015 budget when the Council approved a $464,000.00 appropriation to the CCADP for FY2015. The 2015 CCADP appropriation by the City was approved when the Council passed the second reading of the 2015 budget ordinance at the September 2, 2014 meeting. This MOU memorializes the services CCADP will continue to provide in exchange for the City’s continued funding of 50% of the CCADP’s annual budget. The MOU by its terms automatically renews, meaning it is on-going from year-to-year, with a provision that allows the parties to amend the agreement in writing, and with a provision that would allow either party to terminate the agreement with 180 days notice to the other party.

Funding Source & Fiscal Impact (if applicable):

$464,000.00 for FY 2015, which has already been appropriated. Budget impact for future years to be determined on an annual basis, dependent upon the CCADP’s proposed annual budget each year (City’s funding to remain at 50% by annual appropriation, unless the MOU were to be amended or terminated in writing).
