Establish a Community Investment Committee by Adding Section 2.24.090 to the
Rapid City Municipal Code.

Summary:
|
|
This ordinance will
formally establish a Community Investment Committee to review applications
for Community Development Block Grant funds and the City Community Investment
Grant requests and make funding recommendations to City Council for funding.
It will also change
the appointees to the committee from the Mayor, City Council leadership, and
City staff to include members of the community who have knowledge of and
experience in addressing issues of homelessness, poverty, mental illness and
substance abuse, youth development and wellbeing, and other high priority
issues as identified by the City Consolidated and Comprehensive Plans. This
change will provide more public input and term limits that will allow for
more institutional knowledge and stability. The Committee will provide
recommendations to Council for funding decisions. Council makes the final
decisions on funding. In addition, the Community Investment Committee will be
charged with working with the Strengthening Families Committee to assist in
overcoming issues and barriers to meeting the high priority needs of the
community. The Community Investment Committee will include a member of the
Board of the Strengthening Families Committee.
