Designate Council President Jerry Wright as the City’s Official Representative to the 20th anniversary of the Sister City Relationship on Sept. 25th – Oct. 5th, in Apolda, Germany and fund transportation in the amount not to exceed $2500; and Designate Mayor Sam Kooiker as the City’s official representative to the 20th anniversary of the Sister City Relationship from Oct. 11th – Oct. 20th in Nikko City, Japan, and to fund transportation in the amount not to exceed $2500. |

Summary: |

|
Both Apolda and Nikko City have sent their Mayors and other City officials to Rapid City in the last two years, so this is an important step for our community to take. This year is the 20th anniversary of both Sister City relationships and the Mayor has been officially invited to both events. The Mayor is unable to attend both events. Aside from air/ground transportation, capped at $2500 for each trip, both Council President Wright and Mayor Kooiker will be paying their own expenses, including lodging and food. The only other expense to the City will be modest gifts to both Cities from the City of Rapid City. |

Under the City’s travel policy, Council authorization is not required for the Mayor’s travel, however, the Mayor plans to pay for the transportation to Japan on his own if Council President Jerry Wright’s travel to Germany is not approved by the City Council. Funding source is the Mayor/Council travel budget, which has the funding available. |
