Agenda Title:

Resolution No. 2013-100 to Transfer Drainage Basin Fees to the Stormwater Drainage Utility Fund

Summary:

The City has adopted drainage basin design plans and collected improvement fees based upon those plans in accordance with the Interim Policy on Drainage Basin Improvement Fees.  Currently, the fees are segregated to be used for each individual drainage basin.  Recent legislation allows the City to transfer the fees collected to be used either within or outside of each individual drainage basin.  Upon creation of a drainage utility, a new Stormwater Drainage Utility Fund would be created, and this resolution would transfer the drainage basin improvement fees from to this single fund, to be used for capital improvements that are regional in nature.  Additionally, this Resolution provides approximately 5 years for the completion and reimbursement of improvements made pursuant to the Interim Policy.  The Resolution is a companion to the Drainage Utility ordinance, and only authorizes a transfer of funds upon the ordinance becoming effective.

This Resolution is a companion to the Drainage Utility ordinance (Ordinance 5965).  As such, if the Drainage Utility ordinance is not approved, this Resolution should not be approved.
