Approval of Joint Powers Agreement Between the State of South Dakota, Office of Attorney General Division of Criminal Investigation, the Pennington County Sheriff’s Office and the City of Rapid City |

The Internet Crimes Against Children Unit (ICAC) is a joint effort led by the South Dakota Division of Criminal Investigation. For the past several years, the Rapid City Police Department and Pennington County Sheriff's Office have collaborated with DCI to have a task force operating in the Rapid City Area. Both agencies have two Detectives assigned, and DCI manages the unit, and collaborates with similar units in Pierre and Sioux Falls. Investigating these types of cases is often extremely complicated to the complexities of detecting and analyzing computer related crimes. Unfortunately there continues to be a need for such a unit and we need to consider adding additional staff to keep up with workload. Preliminary arrangements have been made to jointly fund an additional member to this position by cost sharing with DCI and PCSO. As you can see by the attached agreement, the position would be employed by the county. Anticipating this need, funds are included in the PD's 2016 Professional Services Line Item. I'm requesting the Council's Approval for the Mayor and Finance Officer to sign the attached Memorandum of Understanding.
