This ordinance is a housekeeping item. The Airport Board hired a consultant in 2013 to update its Primary Guiding Documents: General Provisions, Rules and Regulations, and Minimum Standards. These documents are designed to protect the public health, safety, interest, and general welfare of the Operators, Lessees, Tenants, consumers and users of the Rapid City Regional Airport and to restrict or prevent any activity or action which would interfere with the safe, orderly, and efficient use of the Airport by its Operators, Lessees, Tenants, consumers, and users. They also encourage and promote consistent and orderly, nondiscriminatory General Aviation projects, services, and facilities; General Aviation safety and security, and orderly development of land and improvements for General Aviation purposes.
The consultant compared the Primary Guiding Documents to the current existing ordinances and made a number of recommended changes to the ordinances as many of the items covered in the ordinance were redundant to the Primary Guiding Documents and are actually covered by federal statutes.
The new ordinance provides for documented filling of vacancies and provides for removal of board members for cause if necessary using the same language as is found in other city boards, such as the planning commission.
No new powers are being given to the airport board or staff. These powers are already in existence through practice and are outlined in the Primary Guiding Documents. The updates to the Primary Guiding Documents were made effective in July 2013 and this is the next step in that process. |
