Agenda Title:
PW041415-16 Request for authorization to proceed with RFP for consulting services to create a Downtown Plan, to include review of the Central Business District regulations and boundaries, and to be jointly funded by the City and Downtown Business Improvement District.
Summary:
A committee of Staff and Downtown representatives is preparing an RFP for the creation of a Downtown Plan.  The Comprehensive Plan calls for the creation of a Downtown Plan to include an area roughly located between North Street to South Street and from West Boulevard to and including the SDSM campus.  The committee includes Dan Senftner from Destination Rapid City, Mike Brummer from the Downtown BID Board, Landscape Architect Pat Wyss, and Stephen Malott from SDSM.  The committee is finalizing the scope of services for the RFP and it is expected that the process of creating the plan and any associated design guidelines will take approximately 12 months to accomplish.  The process will be conducted by a consultant group in the same manner as the Comprehensive Plan and involve several community outreach events to gather input from business and property owners within Downtown and public and private sector stakeholders.  Once the Plan is adopted Staff will prepare the necessary zone district boundary and zoning ordinance amendments necessary to implement the plan.
Funding Source & Fiscal Impact (if applicable):
The project will be jointly funded by the City and Downtown Business Improvement District.  As this is a competitive bidding process the exact cost has yet to be determined.
