Summary:

Revise Paragraph 7.40 of Section 7 - General Conditions of the City of Rapid City Standard Specifications to allow the Contractor to perform not less than 35% of the work with his own organization instead of the standard 50% for the Ellsworth Air Force Base Water Meter Facility Relocation project.
