Request for Council Approval for CDBG Policy Changes for FY 2015 -  Clarified Listing

Summary:

The Community Development Manager requests Council approval of proposed policy changes to Community Development Block Grant Fund Program (CDBG).

 

Proposed changes will allow us to focus funding more directly on the highest priority unmet needs identified in the City Consolidated Plan that support efforts to house those experiencing chronic homelessness and very low- and low-income households.

 

6/2/14 - Attached is the original recommendation sheet with highlighted additions/changes. (removed the examples and “why” explanations).  The recommendations have been clarified to more accurately reflect actions to be taken based on the original linked document and additional information reflected in the presentation to Council on May 19, 2014.

Recommendation:

Notes: Recommendation is for council to approve recommendations #1, #2, #5, and #6.    Further recommend  that for #3 Promote permanent affordability of properties assisted with CDBG funding by supporting the Dakota Land Trust, Council direct Community Development  staff to meet with community stakeholders and other city staff to formulate a specific policy for CDBG funded property placement in a land trust; and for #4 Develop a plan for utilizing TIFs to support the development of affordable housing for low-income people through incentives, rewards and/or requirements, Council direct Planning and Development TIF staff to research possible programs and meet with community stakeholders and other city staff to formulate recommendations for TIF affordable housing guidelines.
