Agenda Title:
Authorize Mayor and Finance Officer to Sign Agreement Between the City of Rapid City and Pennington County Auditor for Collection of Stormwater Drainage Utility Fees.
Summary:
This Agreement memorializes the plan that City and County staff have put in place to assess the stormwater drainage utility fee for each parcel of property in the City.  County staff will be building a web-based application that will allow for the transfer of parcel information from the Equalization office to Public Works staff.  In addition, it will allow PW staff to input fee information for each parcel in order to electronically submit it to the County Auditor.  The Auditor will include the stormwater drainage utility fee on tax notices, and will process the fee information for collection by the County Treasurer. The County will be making various upgrades to software and hardware to accomplish these changes.  In exchange for the County’s work and upgrades, the City, in lieu of paying a fee for services, agrees not to assess and collect the stormwater drainage utility fee on county property within the city.  This arrangement has been utilized in other communities, including Sioux Falls with its stormwater drainage fee.
