Summary:
The Rapid City Public Libraries Board of Trustees has operated under state law for a century; however, Rapid City has not adopted an ordinance concerning the Library Board.  This ordinance codifies the membership of the Board, the Board’s duties and powers, and the Board’s budget authority and responsibilities.
