Agenda Title:

Request for SDCL 1-19A-11.1 Final Determination relative to the proposed removal and replacement of windows, and replace the front door with a front storm door located at 1113 Fulton Street located in the West Boulevard National Historic District.  

Summary:

Both the Historic Preservation Commission and the State Historical Preservation Office found that replacing the windows and front door creates an adverse effect on the Historic District. The applicant is appealing these determinations.  Replacing the windows and front door will change the historic status of the house to a “non-contributing” structure.

Recommendation:

Action: Staff recommends that if the City Council finds that all feasible and prudent alternatives to the removal and replacement of windows, and replace the front door with a front storm door at 1113 Fulton Street have been pursued and that all possible planning to minimize harm to historic property has taken place, then the Council shall authorize the required notice to be forwarded to the State Historical Preservation Office, Office of History.   Legal and Finance Committee recommended approval of Option 2 on 3/27/2013.

Options:

1.     If the City Council does not believe all prudent and feasible alternatives have been considered, they may request the applicant show proof of consideration and how the applicant plans to minimize harm.

 

2.     If the City Council does believe that all prudent and feasible alternatives have been considered, they shall authorize city staff to send the required notice to the State Historical Preservation Office, Office of History, which shall change the historic designation of the property to “non-contributing” structure.
